Help with notifications

I'm having trouble with getting notifications to send. I want a notification to send at 2:10pm every day, so I use:
10 14 * * *

Isn't that correct? With that cron schedule it does not send. However, if I use the syntax below I get one every minute
*/1 * * * *

I don't want a report every minute, but I changed it to that for testing and it works. So what am I missing? Am I not using the correct cron schedule for my first example above?

I played with it a little more, it appears my issue is at the hour mark. I can get it to run on the same minute of any hour, but once I add the hour it stops running.

I have checked my server and confirmed the time on the server is correct.

More info.

It appears the time tracker notifications clock is behind my server clock by two hours. The cron setting 05 16 * * * will run the notification at 18:05:00.

So, is there a separate clock setting somewhere for Time Tracker?

Looks like your server time zone is off by two hours.

I would make sure that the time zone on the server where Time Tracker runs is set properly, better yet use GMT to avoid any daylight saving time surprises.
