Case title: SetWindowsHookEx API broken since Insider Preview build 14291

Problem: Anuko World Clock is broken in Windows Insider Preview build 14291 and later.

Cause: The application relies upon implementation details of how the taskbar interacts with the taskbar clock in previous versions of Windows, which includes handling a private window message sent by the taskbar to the taskbar clock window to determine the size of the clock window. This mechanism is not documented and is therefore considered an unsupported scenario. The manner in which the taskbar interacts with the clock has been redesigned. The taskbar no longer relies upon the private window message to manage the size/position of the taskbar clock.

Resolution: None. The Windows product group currently does not have any plans to provide a supported mechanism for application’s to replace the taskbar clock or document the mechanism the taskbar uses to manage the size/position of the taskbar clock.
